I have came across a lighter, thicker 1966 quarter. It weighs 5.2-5.3 grams. Included are pictures with a silver and clad quarter for comparison.

 I would also like to note it is non-reactive to a magnet. Has ALL of the nickel simply rusted off? What's going on here?

I'm not sure what's going on here.  It should weight 5.67 g but it's too heavy to be missing a clad layer and much too heavy to be missing two.  It appears to have suffered enviromental damage caused by heat or chemicals but this shouldn't have affected the weight.  I have to guess it's several factors including your weight is off a little, it was a light planchet, and there is more wear than is apparent (such as the rims were filed). 
 
It's something of a stumper.
